Secretary of State Condolezza Rice and Secretary of Defense Donald Rumsfeld are being blamed for the U.S. policy that is refusing the International Red Cross access to our secret detention centers for terrorism suspects.
Why can't the Red Cross check on the health and treatment of these prisoners?
